SwapLand Improvment Proposal No.1

Idea:

For each 2952000 block which is equal to approximately 30 days, SwapLand will have a 300 block time window in which all orders will be removed from all orderbooks. 3 snapshots will captured and those snapshots will be saved for other validators' entrance into the network.
